  • The Telangana Government have issued orders for Formation/Re-organization of New Districts and for the newly formed Mahabubabad District; the Govt. vide GORt.No.745, Dated: 11.10.2016 has posted one District Tribal Development Officer along with (09) members as Supporting Staff. The District Tribal Development Office (DTDO) at Mahabubabad was opened on 11.10.2016 at Integrated Hostel Building Mahabubabad & the staff to a total number of (10) including DTDO have reported on 11.10.2016.

CONTRACT RESIDENTIAL TEACHERS 2020-21

As per allotment of the CTW, TS, Hyderabad through PO, ITDA, Eturnagaram, this Office have been engaged (83) Contract Residential Teachers (CRTs) and an amount of Rs. 22,290/- to the CRTs of School Asst., cadre & an amount of Rs. 16,350/- to the CRTs of SGT cadre is being paining by this department., the remunerations have been paid to the CRTs up to December-2019 as per budget released by the CTW, TS, Hyderabad.,

DAILY WAGE & CONTINGENT WORKERS/ Part time Worker 

The(24) Daily wage workers, (146) contingent Workers and (1)  Part time Worker are working in the TW Educational Institutions i.e. Ashram Schools & Hostels.  The wages/honorarium have been paid up to December -2019 @Rs.429/- & 494/- per day. (As per collector gazettes of Warangal urban and Khammam). The (22) Outsourcing workers are working in the Department Attached Hostels and their remuneration have been paid up to October-2019 through outsourcing agency @ Rs.16,475/- per month as per budget released by the CTW, TS, Hyderabad

The Athletics & Hand-ball coach’s have been deputed to the Sports School Kothaguda by the CTW TS Hyderabad.

HYDERABAD PUBLIC SCHOOL–  

  • As per the recent guidelines issued; 6-ST students for admission in to Class-I at Hyderabad Public School (Begumpet/Ramanthapur) have been selected on draw of lots by the District Collector-Warangal on 23.01.2020 & the list along with necessary certificates of the selected candidates submitted to the Commissioner of TW TS Hyderabad for selection of the candidates at State-Level.

SCHEME OF FINANCIAL ASSISTANCE TO ST LAW GRADUATES

.           Government has introduced a scheme of training in the Administration of Justice in furtherance of committed policy of the state Government for imparting Training in Administration of justice to Law Graduates belonging to ST/BC communities with a view to enhance their chances of employment elsewhere after the training and issued the following guide lines.

KALYANA-LAKSHMI PATHAKAM (now looking after by the concerned RDOs)

. Government of telangana envisions the overall development of SC/ST/BC/EBC/Minority community’s classes.

. In pursuance of this vision, the government of telangana has introduced the flag ship programme of “Kalyana Lakshmi Pathakam”    to all the girls belonging to SC/ST/BC/EBC/Minority communities.

. A one time financial assistance of Rs: 1,00,116/- at the time of marriage is being granted to every SC//ST/Minority Communities   

. Scheme extended to BC/EBC Girls

. To alleviate financial distress in socially and financially disadvantaged SC/ST/BC/EBC/Minority families during marriages.

Eligibility criteri:. The un-married Girl of SC/ST/BC/EBC/Minority Community.

. Shall be a resident of Telangana state.

. Should have completed 18 years of age.

. For SC/ST/Minority – wedding date.

. For BC/EBC wedding date.

. Combined income of the parents shall not exceed Rs:2,00,000 per annum.

  • The District Collector requested to convene a meeting with Officials of State Bank of India (SBI) for financing the loan component at District Level as the SMECC, SBI Secunderabad has agreed to finance loan through their District Level branches
  • If District Collector can arrange loans with local banks it may be tied up with willing District Bankers
  • Funding Pattern :
  • The maximum amount of subsidy is limited to Rs.2,88,000/- for all types of vehicles irrespective of brand and rate
  • 10% of the unit cost (or) Rs.50,000/- whichever is less is the beneficiary contribution and remaining loan from bank

Terms & conditions & other value added services

  • The cost of vehicle approved by the Government is inclusive of Ex-Show room price, insurance, Permanent Registration, Life Tax / Quarterly tax and HSRP etc.,
  • The vehicle shall be delivered at the beneficiary point within 20-days from the date of Purchase Ortder (P.O.) issued
  • Payment towards vehicle cost will be released to the authorized dealer through the bank branch concerned basing on the proforma invoice raised in the name of beneficiary
  • Additional Chargeas/amount shall not be claimed from the beneficiaries in any circumstances

                The brief operational guidelines issued by the TRICOR authorities vide Lr.No. TRICOR/B1/120/2017 Dated; 26.2.2018 are submitted below for kind perusal.

Eligibility Criteria :

  1. Minimum qualification 8th pass, SSC pass/fail will be give preference
  2. The age limit is 21 – 40 years
  3. Annual Income shall be of Rs.1,50,000/- in rural areas and Rs.2,00,000/- in urban areas
  4. Shall possess valid Light Motor Vehicle (LMV) license with badge issued by RTA.
  5. PvTGs shall be given preference to the extent of their population percentage to the district tribal population.
  6. The beneficiaries willing to take up driving as an occupation and preference shall be given to the candidates who are already eking their livelihood as drivers.

 

Selection Procedure :

The selection of beneficiaries shall be done duly adopting the following procedure:

  1. Total targeted baneficiaries shall be subdivided for the mandals/villages in proportionate to the ST population.
  2. All the beneficiary shall apply to the MPDO concerned manually.
  3. Mandal level Committees shall be constituted comprising of the following:
  4. MPDO
  5. Bank Manager
  6. DTDO/ATDO
  7. Representative of DRDO
  8. President Mandala Samakhya/Town/Slum level federation
  9. Representative of RTO
  10. The Mandal level committee shall select the beneficiaries by conducting Grama Sabhas while verifying the credentials of the beneficiaries as per the eligibility criteria i.e. PAN  card, Driving license, Transport Badge, Qualification, Caste and Income certificates etc.,
  11. The Mandal level selection of the beneficiaries shall be done basing on following criteria:
  12. Seniority of Transport Badge.
  13. Experience as driver.
  14. Qualification (Candidates with lesser qualification shall be given preference)
  15. Age (Preference shall be given to the ccandidate having older age)
  16. The list of selected beneficiaries shall be submitted to the District Collector along with the consent letter of the Banker together with two bank account details i.e. Non-operative bank account & Loan account.
  • Constitution of District level Committee with the following Officers :
  1. District Collector –  Chairman
  2. District Rural Development Officer (DRDO) –  Convener
  3. Lead District Manager(LDM) –  Member
  4. District Tribal Development Officer –  Member
  5. Deputy Transport Commissioner –  Member
  • The District level Committee shall ensure the constitution of Mandal Level Selection Committees & ensure that the selection of beneficiaries is done within the time frame.
  • District Level Committee shall examine the list of beneficiaries furnished by the Mandal Level Committee and issue the sanction orders.
  • The District Collector shall take necessary steps for release of subsidy to the beneficiaries Non-operative bank accounts through Real Time Gross Settlement (RTGS) under intimation to the beneficiary concerned.

It is submitted that prior to communication of revised guidelines such as finalized vehicle models and revised target to Mahabubabad District, the following proposals have been received from the MPDOs concerned in which the opted vehicle was not mentioned and the MD-TRICOR & CTW TS Hyderabad has finalized the consent giving bank as State Bank of India and communicated to this office for necessary action         

AMBEDKAR OVER-SEAS VIDYA-NIDHI:          The Government of Telangana has been providing the Financial Assistance for an amount of Rs.20.00 Lakhs to eligible ST poor students who got admission in abroad universities.  The application process is through epass.cgg.gov.in web-site.

Government of Telangana  have made substantial investments through providing Post-Matric Scholarships to ST students on a saturation basis. This laudable initiative over the years has encouraged a large number of ST students to complete professional Courses and other Graduate Courses.

  1. The post-liberalized economy has thrown vast opportunities and challenges in India and abroad in respect of education and jobs. Students from the ST community are often handicapped because of their extreme backwardness and social stigma to access the benefit of pursuing education abroad to better their lives. With a view to enable the benefit of higher education in Foreign Universities to meritorious ST students thereby providing them an opportunity for better career prospects within the Country and Abroad, the Tribal Welfare Department has proposed to introduce the scheme of Financial Assistance to ST students for pursuing studies abroad in the name of “Ambedkar Overseas Studies Nidhi”. This proposal was placed before the Nodal agency for TSP during their meetings held on 13.05.2013 and in the meeting held by the State Council for Development of SCs & STs on 21.05.2013. After detailed discussions, the scheme of assisting the ST graduates to pursue higher education in reputed foreign universities was approved for implementation as a new scheme for the benefit of STs from the year 2013-14.

“Ambedkar Overseas Studies Nidhi” will be sanctioned to (100) ST Students every year and is open to all eligible ST Students in proportion to the population of the community to pursue Post Graduate studies abroad subject to the following guidelines:

Income: ST Students whose family income is less than Rs.2.50 lakhs per annum from all sources are eligible. Total income from all sources of the employed candidates or his/her parents/guardians, shall not exceed Rs.2.50 lakhs per annum. In case of employees, salary certificate from the employer is a must. In all cases the income certificate must be obtained from concerned authorities. A copy of the latest tax assessment as well as the latest monthly salary slip from the employer is also required to be enclosed with the application.

Age: The Maximum age under the scheme shall not exceed 35 years as on 1st July of the year of advertisement.

Qualification:

For Post Graduation Course: 60% marks or equivalent grade in foundation Degree in Engineering / Management / Pure Sciences / Agriculture Sciences / Medicine & Nursing / Social Sciences / Humanities.

For Ph.D. Course: 60% marks or equivalent grade in P.G. Course in Engineering/ Management / Pure Sciences / Agriculture Sciences / Medicine/ Social / Sciences / Humanities.

One child in a family one time Award: Not more than one child of the same parents / guardian’s will be eligible and to this effect a self certificate will be required from the candidate. The awardees cannot be considered for the second or subsequent times as the individual can be awarded only once in a life time.

Countries eligible under the Scheme: USA, UK, Australia, Canada and Singapore.

4.         Scholarship Amount:

  1. Fees: Fees shall be payable in Two installments as follows:

Installment-I: An amount  of  Rs.10.00  lakhs  shall  be  payable  to  the  students upon production of the landing permit / I-94 card. (Immigration Card).

Installment-II: An amount of  Rs.10.00  lakhs  shall  be  payable  to  the  students upon production of the 1st Semester results.

Sanction Proceedings specifying the amount of Rs.20.00 lakhs will be issued to the individual towards fees and living expenses by way of a grant subject to his/her joining the Course and the Candidates selected by the Selection Committee. The sanction proceedings can be made use of by the Candidates for obtaining a Visa from the respective Embassy.

Educational Loan: The Student shall be eligible for an educational loan of Rs.5.00 lakhs from any Nationalized bank at prevailing rates of interest.

Earnings from Research/Teaching Assistance-Ship: The awardees are permitted to supplement their prescribed allowances by understaking Research/Teaching Assistance ship.

Passage grant: One way cheap ticket (Lower fare) by economy class through the shortest route shall be payable upon production of valid visa and admission particulars.

Visa Fees: The total visa fees shall be reimbursed to the student upon production of valid visa and production of receipts.

Utilization Certificate: Utilization certificates shall be obtained from the student with the endorsement of concerned University Authorities for record purpose under the scheme.

INTER CASTE MARRIAGE ELIGIBILTY CRITERIA:

One among the beneficiary, bridegroom munst belong to ST Community.

Marriages that happened after 12 may 2011 are only eligible for Inter caste marriage Incentive Award of 50,000 Thousand (Others are eligible for 10,000 RS only and they have st respective District Office.)

  • in Tribal Welfare Department decided to launch the scheme with the nomenclature of “GIRI VIKASAM” in the I.T.D.A. Districts on 30.4.2018

OBJECTIVE

  • The main objective of this scheme is to convert the uncultivable agricultural lands of Small & marginal ST farmers in to cultivable for the sustainable agriculture development of the STs; thereby increasing the agricultural production.

IDENTIFICATION OF BENEFICIARY

  • Scheduled Tribe Assigned/own fallow lands
  • Scheduled Tribe Assigned/own cultivable land
  • Scheduled Tribe owned land developed under MGNREGS
  • Scheduled Tribe own lands developed & brought to the stage of adoption of Dry & Horticulture or irrigated dry crops
  • RoFR lands

IDENTIFICATION OF BLOCKS

  • Possession & enjoyment of the land by the ST beneficiaries shall be verified and lands with clear title and occupation of assignees only shall be taken up. Alienated lands should not be taken up under any circumstances
  • Blocks area shall not be less than 5-acres of contiguous land
  • Blocks thus identified shall be taken up for development based on saturation mode
  • The farmer having the highest extent of land among the group will be identified as the lead beneficiary
  • WALTA Rules & Regulations shall be followed

After the selection of beneficiaries & formation of blocks is completed technical aspects are given importance on war footing basis so that the ST farmers reap the benefits of the scheme to the maximum

WORKS TO BE TAKEN UP

  • Providing water-supply for irrigating the fields of tribal farmers through Bore Wells/Tube Wells
  • Taking up comprehensive ground water recharging work
  • Providing energization to the existing water source
  • Installation of pump-sets where energization is either completed or in progress
  • Creating awareness regarding cropping pattern suitable to their areas

PROVIDING WATER SUPPLY FOR IRRIGATING THE FIELDS

  • As a norm; one Bore Well per 5-acres shall be provided
  • The Ground Water Department will conduct the geological survey & identify the bore well/tube well points as per the rules & regulations
  • Under this scheme; preference shall be given to the ST beneficiaries who possess water source (Bore Well/individual other sources)
  • Provisions of TS WALTA shall be adhered to without deviation in all such blocks where in area is less than 5-Acres
  • The drilling of Bore Well works may be entrusted to relevant Department such as GWD/RWS/PR/TWED etc. by the Implementing Agencies. The Department assigned the task of drilling of Bore Wells shall execute the works as per the Departmental norms and guidelines in-force.
  • Once the Bore Wells are drilled; random/detailed checking by the District level teams and certification of completion of activity is mandatory

To prepare detailed lists of SC Sub-Plan and ST Sub-Plan blocks along with details of works already taken; works yet to be taken up and requirement of funds for balance works under SC & ST Sub.Plan

Taking-up spill-over works of Indira Jala Prabha (IJP) scheme & other works under Land Development for Scheduled Tribes Scheme duly adopting the IJP scheme guidelines issued by the Rural Development Department

  • Block-wise/Work-wise Administrative sanctions by the Dist. Collector based on the works identified
