PROHIBITION AND EXCISE

The Government of Telangana  have re-organized the existing Districts, Revenue Divisions and Mandals and formed new Districts, Revenue Divisions and Mandals in the State w.e.f. 11-10-2016 for administrative convenience in the interest of welfare of the public.

          In consonance with the orders of the Government, the Commissioner of Proh.& Excise, T.S., Hyderabad vide G.O.Ms.No.255, Revenue (Ex.II) Department, dated 11-10-2016 issued orders for re-organization and restructuring the jurisdiction of Proh.& Excise Stations in Telangana State and formation of new District Prohibition & Excise Offices in all the new District Headquarters. The population of Mahabubabad district is (7,74,549) with a area of (2,877) kilometers Consisting of (02) Revenue Division and (16) Mandals, (16) ZPTCs, (198) MPTCSs, (462) Grama Panchayats, (287) Revenue villages and (2) Revenue Divisional Head Quarters is Mahabubabad and Thorrur. There are (04) Municipalities in this District i.e., Mahabubabad, Dornakal, Thorrur and Maripeda Municipality. The Mahabubabad District is having significant amount of scheduled tribe’s population, called Lambadas and Koyas with about 37.8 % whereas scheduled castes are about 13.5%.  Agency area earmarked for schedule tribes like Garla, Bayyaram, Gudur, Kothaguda and Gangaram Mandals and having (288) revenue villages and also (847) thandas.  The Mahabubabad Excise District is predominantly agriculture district. The district border is Suryapet,  Khammam, Bhadradri Kothagudem, Mulugu, Warangal Rural and  Jangaon districts.

Job Chart of District Prohibition and Excise Officer Mahabubabad

  1. All establishment matters in the District.
  2. Assist the Assistant Commissioner of Proh.& Excise (Enft.) in discharging the Enforcement duties.
  3. Inspections of 50% of Proh.& Excise Station in a year ensuring no overlap with inspections of   DCs/ACs.
  4. Inspection of at least 10 Toddy depots/shops in a month
  5.  Inspection of at least 2 methanol using units in a month
  6.   Collection of revenue and old arrears.
  7.   Review of fortnightly Diaries of Sub – ordinates and sending review notes to Deputy Commissioner  of Proh.&  Excise.
  8.  Monthly review of Crime work of SHOs in the District and submitting review reports to the  superiors.
  1.  Monthly review to all Writ petitions / Appeals in the High court and O. As in Tribunal and sending Review Notes to Deputy Commissioner of Proh& Excise and Commissioner of Proh.& Excise.
  1. Monthly review of all L.A Qs and audit paras and sending review notes to Deputy Commissioner of Proh.& Excise and Commissioner of Proh.& Excise.
  1. Controlling of Excise crime like adulteration of toddy, smuggling of NDPL/Deshidaru/ Chloral  Hydrate and other intoxicants and drugs.
  1. Collection of intelligence on Gana cultivation and collection of intelligence onother Narcotic Drugs and organizing raids.
  2. Settlement of Ex-gratia of Toddy tappers.
  3. Ensuring strict implementation of MRP.
  4. Reconciliation of revenue receipts and expenditure.
  5. Sending factual reports within (48) hours to the Commissioner of Proh& Excise on all the specific adverse items published in the daily news papers.
  6. Submission of fortnightly diaries to DC’s & CPE.

Job Chart of Prohibition and Excise Inspector

  1. Administration of Excise Station.
  2. Maintenance of General Diary.
  3. Investigation and charge sheeting of all cases.
  4. Maintenance of all records in the station.
  5. Collection of intelligence of Excise crime.
  6. Ensure prevention and detection of all excise crimes in his SHO limits.
  7. Maintenance of Dossier Sheets of Excise offenders.
  8. Maintenance of security of Government property and contraband .
  9. All other duties assigned by the superior officers from time to time.
  10. Inspection of all the Toddy shops/Depots once in 3 months.
  11. Visit all the villages categorized as A category villages (More important villages from the point of view of excise Crime) once in a week and B and C category villages once in a month.
  12. Tour for Minimum (20) days, with at least (5) night halts in a month.
  13. Strict implementation of MRP as prevention of Grave Crimes / Irregularities by the IML Licensees.
  14. SHO shall be responsible for collection of revenue including old arrears.
  15. Conducting enquiries about the payment of ex-gratia to tappers. (With in a week)
  16. Sending factual report on the same day to the Proh.& Excise Superintendent on all the items published adversely in the daily news papers.
  17. Organizing beat system.
  18. Conducting and organizing regular route watches.
  19. He should inspect all the methanol units in his
  20. He should submit the weekly tour diaries to the Proh.& Excise Superintendent.

III.    Job Chart of  Prohibition and Excise Sub-Inspector

  1. The jurisdiction for P&ESI shall be allotte4d by the P&ES on rotation basis every year.
  2. To assist the SHO in all matters of Administration of Proh.& Excise Station.
  3. Investigation writing of the case diary including charge sheeting of non grave cases.
  4. Collection of intelligence of Excise crime in the SHO limits particularly in Mandal/Area jurisdiction allotted to him.
  5. Prevention and detection of all Excise crimes.
  6. Inspection Drawl of samples and conduct of spot test of toddy in his jurisdiction.
  7. Visit and conduct raids in all I.D Centers/sale points every week.
  8. Tour for minimum (20) days, with at least (5) night halts in a month.
  9. Collection of information relating to implementation of MRP and prevention of irregularities by IML Licensees.
  10. Collection of Government revenue including arrears in his jurisdiction.
  11. Inspection of Beat duties of Constables/Head Constables.
  12. Attending to court work during trial of cases and obtaining the copies of the judgments for further proceedings.
  13. Service of summons and execution of NBWs of his jurisdiction.
  14. Inspection of kits.
  15. Conducting weekly 3 route watches.
  16. Any other work entrusted by the superior officers.
  17. Submit weekly diaries to the SHO.

  1. To assist the SHO and Proh.& Excise Sub-Inspector in day to day matters of administration of Proh.& Excise Station in the area allotted to him by the SHO.
  2. Service of summons and NBWs.
  3. Collection of intelligence of Excise Crimes.
  4. Checking of beat duties of constables.
  5. To assist the SHO in maintenance of Dossier sheets of Excise offenders.
  6. Visit of villages allotted by the SHO/P&ESI.
  7. Participation in raids along with SHO/P&ESI.
  8. Maintenance of prisoners search register.
  9. Collection of intelligence of implementation of MRP / NDPL / Spurious liquor / Adulteration / Adulterants.
  10. Collection of information regarding properties possessed by the defaulters.
  11. Maintenance of Kit boxes.
  12. To attend bandobust duties on special occasions like elections/festivals/Jataras.

GUDUMBA  EFFECTED  PERSONS  SCHEME: (GEPRS):   

              The Government of Telangana launched GUDUMBA  EFFECTED  PERSONS  SCHEME (GEPRS) for Gudumba effected persons who are involved  in Excise crime cases / Persons bindover U/s 109 & 110 CRPc  from 01.01.2015 to 30.09.2016. The Gudumba effected persons/ families who depended on Gudumba for their survival need special assistance for alternate sustainable livelihood so that they do not relapse into Gudumba related activities. The Gudumba Effected Persons (GEP) would be rehabilitated with viable and suitable productive assets depending upon their skills, experience, interest and local conditions to ensure sustainable livelihood vide G.O.Rt. No. 216 Revenue (Excise-II) Dept., dt: 23.03.2017.  In this regard it is to submit that, out of (378) persons sanctioned as per G.O, the department identified (274) persons and got administrative sanction for (273) Persons and Grounded (273) units during the yer 2017-18 and (1) is rejected. The category wise details are as shown below.,

Gudumba Crime – Present status:

The major area of the jurisdiction of Mahabubabad District is covered with Tribal community.  The Mandals such as Garla, Bayyaram, Gudur, Kothaguda are tribal dominated areas and earmarked for schedule tribes only.  The Mahabubabad District is predominantly an agriculture district. At present due to taken all types of measures duly involving the various departments such as Police, Revenue, Panchayat Raj, DRDA, Self Help Groups, DWAKRA groups etc., resulted about  96% (approximately) of Gudumba  controlled in this District and this district has been declared as ID free District by the Ex-Hon’ble Minister for Tribal welfare, Tourism and Culture Sri. Ajmeera Chandulal Garu on  15-08-2016.
