Agriculture is the most predominant sector of the District economy, as 60 percent of the population is engaged in Agriculture and allied activities for their livelihood. The gross cropped area of the district is 194248 Ha with 188902 no. of farm holdings major crops are Paddy, cotton, Maize, Pulses and Chilli. The Government policy and objectives have been to ensure stability in agricultural production and to increase the agricultural production in a sustainable manner to meet the food requirement of growing population and also to meet the raw material needs of agro based industries, thereby providing employment opportunities to the rural population. Mahabubabad District has all along been one of the Districts in the state with a creditable performance in agricultural production with the farmers relatively more responsive and receptive to changing technologies and market forces.
The Agriculture Department has taken up the challenge to achieve higher growth rate in agriculture by implementing several development schemes and also propagation of relevant technologies to step up the production through effective extension services while implementing various schemes such as Soil health management under National Mission on Sustainable Agriculture -NMSA, Integrated Farming Systems under RAD, Comprehensive water management activities including Water management through Micro Irrigation Systems under PMKSY, encouraging Organic farming under PKVY, increasing production and productivity under NFSM etc. Further, trainings and demonstrations at the field level are conducted from time to time with an objective of reducing the Cost of Cultivation by the adoption of Integrated Nutrient Management (INM) and Integrated Pest Management (IPM) techniques. Besides, crop diversification to fetch better return and value addition to agricultural produce are also given priority to improve the economic status of the farming community of the district.

THE DISTRICT AGRICULTURE OFFICER :
He has overall responsibility in his district for effective Implementation of the departmental programmes. He should provide leadership as well as exercise administrative, financial and technical control over district staff. He is responsible for building up of high level of technical competence among the extension workers, of all levels in his district.
Visit farmers Fields at least three full days each week to review extension operations in the field and to meet farmers and extension workers. In particular, review administrative matters, appropriate selection of progressive farmers as contact farmers. Provide necessary guidance to Assistant Directors of Agriculture & AO’s to improve the effectiveness of Extension activities.
Plan, organize, convene technical meetings with ANGRAU, Specialists for interaction with extension workers and to get feedback information, Conduct farmers level meetings, AMC meetings, and attend bi-monthly workshops in collaboration with research experts of the State Agricultural University and Research Institutes. and ensure effective participation and follow-up by the ADA’s and AO’s of the District. Participate in ZREAC meeting actively and sure that recommended practices are adopted by the farmers. For each sub-division of the District, establish a schedule of extension activities and ensure its effective implementation.
Determine the training requirements of the District’s extension staff. Draw-up detailed training programme to meet these requirements and arrange with the ADA to organize long and short duration courses (at the State Agricultural University / SAMETI and National and International Institutes) to meet these needs. Arranging drawl of soil samples by organizing campaigns, analysis and ensure timely issue of soil health cards to farmers and maintenance of records.
Preparation of district action plan for Kharif by 15th April and by 15th August for Rabi season. Assessment of input requirements as per action plans. Review the input (Seeds, Fertilizers, Weedicide, Pesticide, Irrigation Water, Credit) demand and supply situations and co-ordination with input agencies to meet probable demand trends. Arrange drawl of samples of Seeds, Fertilizers & Pesticides their analysis to ensure supply of quality inputs to farmers.
Plan of action shall be prepared and implemented season wise. Attend all meeting at District Level; convene Review meetings of all Agril. Officers / Assistant Director of Agriculture. Monitoring and distribution of quality inputs like Seeds, Fertilizers and Pesticides, workout the requirement of various kinds of inputs required season wise and crop wise well in advance and arrange supply in time. Conduct of On Farm Demonstrations, Trials with New varieties and demonstrations, Organization of Seed Villages, Supervision of seed Multiplication Farms, Soil Conservation works, Supervision of grounding of all Central / State sponsored schemes effectively, Preparation and submission of consolidated Budget Estimates / RBE / Material alteration statements / Excess and savings statements, Receipts and expenditure statements, Release of budget grants to various Drawing and Disbursing Officers, Service Matters in respect of all categories of posts of Junior Assistant and below which were declared as District Cadre under Six point Formula, Release of increments / fixation of pay and maintenance of S.Rs, Drawing and disbursement of salaries and contingencies, attend audit and inspection reports. He shall dispose of all disciplinary cases entrusted by the C & D.A within the time schedule fixed, Conduct of regular annual inspections of all officers and S.M.Fs, coordination with other departments, implementation of subsidized schemes more transparently, Imparting trainings to farmers and in-service personnel, Maintenance of confidential reports / record sheets of all staff, Obtaining and filing of Property statements. He is district head of the department in respect of all service and Accounts matters. He shall maintain strict discipline in the department at all service and Accounts matters. He shall maintain strict discipline in the department at all levels of functionaries, Frequent and random check of schemes at ground level in the district, Control of pests and diseases on all crops, Supervision of all Laboratories established in the district, Exercise the statutory functions under Seed Act, Fertilizer Control order, Insecticides Act and A.P. Dangerous Machines (Regulation) Act and other orders issued thereon. Organize Agricultural Exhibitions, Kisan Melas, and Charcha Gostis to enrich and enhance Technical know-how of the farmers. Arrange relief measures under Natural calamities. He is the Head of office, Drawing and Disbursing Officer, responsible for maintenance of records and registers as laid down in different rules and codes. He is the District level Administrator for management of personnel, Accounts and Audit. He is responsible for increasing of Agricultural Production and Productivity, and effective functioning of the Department and implement the all departmental schemes along with Rythu Bandhu, Rythu Bia & PMKISAN etc..
ASSISTANT DIRECTOR OF AGRICULTURE O/o. DAO
He will Assist the District Agriculture Officer in implementation of all State & Centrally Sponsored and Central Sector Crop oriented schemes as a tool for transfer of technology. Communicating guidelines and ensuring successful implementation of all schemes in the, monitoring the schemes and their implementation and evaluation.
Monitoring demand and supply of quality control of Seeds, Fertilizers, Pesticides and Weedicides. Make field visit and discuss the problems encountered in production with farmers, AEO’s. Agricultural Officers. Fine solutions to problems and advise AO’s and AEO’s accordingly. If solutions are not readily available, develop proposals with reach staff for trails and / or non-station research that can be considered for inclusion in the applied or adaptive research programmes.
Assisting the District Agriculture Officer in issue of licenses to the distributors and dealers.
Accompanying the Special Squads to inspect the pesticide manufacturing Units / Distributors / Dealers.
Giving wide publicity among farming community on misbranded products and advising the farmers not to purchase / use the misbranded products. Submission of monthly progress reports on Quality Control of Pesticides. Active participation in monthly workshops will be the chief source of current information on developments in research for District and Sub-divisional meetings. Additional information will be obtained through participation in special courses, by conducting farm trails and visiting farmers field together with research staff. Preparation for Kharif and Rabi action plans for the district.
He is the Nodal Officer for Rythu Bima in the District and he is also monitoring the Rythu bandhu schemes.
He is the Deputy Project Director of Agriculture Technology Management Agency (ATMA) of the District and assist the Project Director of ATMA for implementing the scheme.
Attend to any other duties assigned by higher authorities of the Department of Agriculture in accordance with the programmes of the department.
AGRICULTURE OFFICER – TECH , O/o. DAO

AGRICULTURE OFFICER – TECH , O/o. DAO
Assists the Assistant Director of Agriculture in District Agriculture office in monitoring the Department State & Central schemes like RKVY (FM), SMAM (FM), SVP, NFSM and NMSA including files connected .
Assist the Assistant Director of Agriculture in Quality Control work under Insecticides Act and process the connected files and initiate action on misbranded cases, issue of manufacturing licences / renewals, marketing permission etc

The ASSISTANT DIRECTOR OF AGRICULTURE (REGULAR) :
He is declared as Head of office and responsible for all technical administrative and accounts matters in his office and jurisdiction. He is the Drawing and Disbursing Officer. He shall maintain all registers and records as laid down in rules and codes. He is responsible for training, implementation of all schemes, departmental programmes, including Seed Multiplication Farms, On Farm Demonstrations / Organization of Minikits, Imparting training to all extension staff / Interaction with cultivators and dealers of Fertilizers, Pesticides, Seeds. He shall monitor the distribution of quality inputs in his jurisdiction. He is licensing authority under F.C.O. 1985. He was declared as Fertilizer Inspector under F.C.O. 1985, Insecticides Inspector under Insecticides Act 1968, Seeds Inspector under Seed Act, 1966. He shall exercise powers as Inspector under above Regulatory orders in his jurisdiction and launch prosecutions against offenders in consultation with the District Agriculture Officer. He shall work under the guidance of Dist. Joint Director of Agriculture and organize Training Programmes / Rythu Sadassulu / Kisan Melas / Training at A.M.C. level Farmers Training. Visit all Villages in his jurisdiction according to visit schedules. He shall maintain strict discipline among the staff of his jurisdiction for effective functioning of the department.
MANDAL AGRICULTURE OFFICER :
He Shall be responsible for the technical guidance and support to AEOs in his jurisdiction for effective functioning of the Department. He shall be responsible for grounding all Departmental Schemes and Programmes effectively in his jurisdiction. He shall visit fields and cover all the Villages as per schedule of visits. He shall maintain registers and records. Dairy shall be maintained invariably. He shall be responsible for organization of On Farm Demonstrations / Minikits / Monitor and supply of quality inputs / Organization of training programmes for farmers and A.E.Os. Interaction with farmers, dealers, Implementation of I.P.M. programme and contingency plan. Attend Mandal Praja Parishad meetings and Gram Sabhas for appraisal of departmental programmes. Exercise effective supervision over AEO’s. He shall attend to Crop Cutting Experiments. He was declared as Insecticides Inspector under Insecticides Act, 1968 Seed Inspector under Seeds Act, 1966 and Fertilizer Inspector under F.C.O. 1985 and shall exercise powers and functions vested in the above Acts to ensure quality input supply to farmers. Launch prosecutions against offenders under guidance of Assistant Director of Agriculture and Joint Director of Agriculture. Organise Pest Control on all crops in his jurisdiction. Organize Charcha mandals / Farmers clubs. Identify different farming situations and assess crop returns. He shall work under the administrative and technical guidance of Assistant Director of Agriculture ® concerned.
AGRICULTURAL EXTENSION OFFICERS
He is the basic worker in the Department at field level. He is responsible for passing on technical messages and relevant recommended practices to farmers, teaching and demonstrating related skills to farmers, motivating farmers to adopt recommended practices and bringing farmers’ production problems to the notice of supervisory officers. He should visit farmer’ fields regularly as per fixed visit schedule. His entire duty is at field level and responsible for grounding of schemes and departmental programmes as per the instructions of his supervisors. He shall work under direct supervision of MAO and maintain all registers and records. He shall attend crop cutting experiments entrusted to him in his jurisdiction and assist MAO in all aspects for effective implementation of the programmes and schemes in his jurisdiction.
He shall be responsible for proper functioning of the office and shall arrange to maintain all registers and records as per rules / codes in the office. He shall assist in all service, accounts matters, Quick disposal of files. He is responsible for strict discipline in office. In the absence of Joint Director of Agriculture and other officers, he shall attend all calls / visitors on behalf of Joint Director of Agriculture.

He shall be supervise proper functioning of the office and shall arrange to maintain all registers and records as per rules / codes in the office. He shall assist in all service, accounts matters, Quick disposal of files. He shall supervise for strict discipline in office. Supervise the function of the Ministerial assistants in their section. They are in charge of furnishing the factual position on the matters that are dealt with in their sections, so as to enable the officers to take constructive decision.

To attend to all desk functions of clerical nature of receiving the currents and maintain the files etc., They process the currents duly furnishing the facts and leave the decision to the higher officers.

Activities of Agriculture Department in Mahabubabad District.
Mahabubabad District consists of 02 Agriculture Divisions namely Mahabubabad, and Maripeda along with 16 Mandals. The following schemes are being implemented by Agriculture Department In Mahabubabad District.
- Subsidy seed Distribution :
- Subsidy Seed DistributionSystem designed and developed for the welfare of Agriculture Farmers in the State of Telangana for issue of Subsidy Seed. Seed is allotted to districts by state seed cell according to requirement. Further seed is allotted to mandals by District Agriculture officers. The Mandal Agriculture Officer will issue the Permit Slip to the farmer on the requested seed .
- Rythu Bandhu :
- The Government of Telangana introduced a new scheme called “Agriculture Investment Support Scheme” (“Rythu Bandhu”) is proposed to be implemented from the year 2018-19 onwards from the beginning of the Kharif (Vanakalam) season itself, to take care of the initial investment needs of every farmer.
- RYTHU BIMA:
- The Government of Telangana have introduced prestigious Scheme of “ Rythu Bandhu Farmer Group Life Insurance Scheme for Farmers” for the welfare of farming community in the state. The main objective of the Scheme is to provide immediate and adequate financial relief to family Members/ dependents of the farmer in case of his/ her death due to any reason. Majority of the farmers are small and marginal farmers and farming is the sole source of livelihood to them. In the event of death of the bread winner, the dependent family members will land in dire financial problems. This scheme has been formulated by the Government with a view to insulate them by providing immediate relief.
- PM KISAN :
- The Government of India has introduced a new scheme called “PM KISAN” and it is being implemented from the month of March – 2019 onwards and an amount of Rs. 6,000/- will be credited to the farmers account in 3 installments for an year, to take care of the initial investment needs of every farmer and the families of farmers having 5 Acers of Agriculture land are eligible under this scheme.
- RSSS Crop sown Area Up loading in Kisan–Portal. :
- The Government of Telangana had started the programme Rythu Samagra Samachara Sekarana it includes Data collection of information of Farmers such as Cropping Areas, Crop Insurance, Bank Loans and etc., and uploaded in the Rythu samagra samachara sekarana Online Portal which is for planning further departmental schemes and budget allocations.
- Soil Health Cards (SHC):
- Soil is an important factor in crop production and productivity. In order to optimize the soil productivity, soil sampling and soil testing programme is organized in the systematic manner to evaluate the fertility status and to identify the soil problems (Salinity/ Acidity) if any. Soil testing kits (62) were received and distributed to the 16 Mandals.
- Seed village programme(SVP) Kharif 2019 :
Seed village programme is aimed at empowerment of farmers in methodology of seed production. Sufficient quality seed can be produced by multiplication of foundation seed to meet the local requirement at reasonable cost to the farmers.
- Farm Mechanization Scheme :
- Farm Mechanization component of Normal State Plan (FM-NSP):
It is proposed to supply various farm implements/ machinery i.e. Animal Drawn Implements, Tractor Drawn Implements, High Cost Machinery (Upto 1 lakh & 1 to 5 lakh), Mini Tractors, Post Harvest Equipment, Plant Protection Equipment, Inter-cultivation Equipment, HDPE Tarpaulins and establishment of Custom Hiring Centers for Paddy Land Preparation, Cotton, Maize, Paddy Harvesting package.
- Farm Mechanization component of Rashtriya Krishi Vikas Yojana (FM-RKVY):
It is proposed to establish Custom Hiring Centers for Paddy, Cotton, Maize, Groundnut, Mini Sugarcane, Mini SMSRI, Paddy Nursery Package, Paddy Harvesting package, Paddy Land Preparation package & Implement Hiring Stations and erection of Solar fencing
- Sub-Mission on Agricultural Mechanization (SMAM):
It is proposed to supply Mini Tractors, Power Tillers, Tractor Drawn Implements, Plant Protection Equipment, Post Harvest Equipment and also proposed to organize trainings & demonstrations to farmers.
- Formation of Committees:
- Mandal level Committee:
Mandal level committee is to be constituted with Mandal Agricultural Officer (MAO) as convener, Mandal Parishad Development Officer (MPDO) and Mandal Tahsildar as members.
- District level Committee:
District level committee is to be constituted with the District Collector as Chairman and District Agriculture Officer (DAO), Regional Manager, TS AGROS, Scientist from District Agricultural Advisory and Transfer of Technology Centre (DAATTC) and a representative from Lead Bank as members.
- Selection of Beneficiaries:
The criteria to be followed for the selection of beneficiaries is as under:
- Small, marginal and women farmers are to be given preference and the percentage for SC & ST farmers under different schemes of Farm Mechanization shall be maintained in each component.
- A practicing farmer shall be given preference.
- A farmer or farmer’s family, not availed the benefit earlier be given preference.
- In case of Custom Hiring Centers, the farmer/ farmers group must possess at least 1 acre agriculture land for Mini CHC and 2.5 acres of land for Big CHC
- The farmer benefitted earlier shall not avail subsidy upto 6 years in case of High Cost machinery and CHCs (Subsidy availed above Rs.1.00 Lakhs)
- The farmer who availed subsidy earlier ranging from Rs 3000/- to Rs 1.00 lakh, shall not avail subsidy upto 3 years vii. In case of farmers who availed subsidy below Rs 3000/- are eligible every year but not for the same implement.
- Agriculture Technology Management Agency ATMA:
- Creating awareness and implementation of New technologies and innovative activities in Agriculture and allied departments( Horticulture, Fisheries, Veterinary, Marketing and KVK’s.) by way of Trainings, Field Demonstrations and Exposure Visits under ATMA.
- National Food Security Mission (NFSM) .
- The National Food Security Mission (NFSM) during the 12th Five Year Plan will have four components (i) NFSM- Rice; (ii) NFSM-Pulses, (iii) NFSM- Coarse cereals and (iv)NFSM-Commercial Crops.
- The interventions covered under NFSM-Rice include Cluster Demonstrations on Improved package of practices, demonstration on cropping system, Seed Distribution of Hybrid Rice and HYVs
- The interventions covered under NFSM-Pulses include Cluster Demonstrations on improved package of Practices; Demonstration on cropping system, cropping system based training of farmers and new initiatives like distribution of seed mini kits of newer varieties of pulses free of cost to farmers, production of quality seed for enhancing pulses production and productivity.
- RAD: Rainfed area development programme:
- RAD aims at improving quality of life of farmers’ especially, small and marginal farmers by offering a complete package of activities to maximize farm returns. RAD focuses on Integrated Farming System (IFS) for enhancing productivity and minimizing risks associated with climatic variability’s.
- PKVY: Param paragath krishi vikas yojana:
- The Paramparagat Krishi Vikas Yojana (PKVY), launched in 2015, is an extended component of Soil Health Management (SHM) under the Centrally Sponsored Scheme (CSS), National Mission on Sustainable Agriculture (NMSA)1. PKVYaims at supporting and promoting organic farming, in turn resulting in improvement of soil health.
- PMKSY: Pradhan Matri krishi sinchayai yojana:
- The overreaching vision of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is to ensure access to some means of protective irrigation to all agricultural farms in the country, to produce ‘per drop more crop’, thus bringing much desired rural prosperity.
- PRADHAN MANTHRI FASAL BHEEMA YOJANA (PMFBY) :
Government of India introduced the PMFBY programme to support the farmer during natural calamities, if any occur during the crop growing period by appointing a insurance company as nodal agency. In this regard Mandal wise, Village wise mobile propoghonda is organizing in the District. Awareness was created among the farming community through Pamphlets, Posters, press releases about the insurance.
- Seed in Mahabubabad District
Quality Control work under Seed Act including under Seed Control Order 1968. Issue of Seed Dealers licences / renewals, marketing permission etc .
- Fertilizer in Mahabubabad District
Quality Control work under FCO including under FCO 1985 Act. Issue of Fertilizer Dealers wholesale & Retail licences / renewals, marketing permission etc .
- Pesticides in Mahabubabad District
Quality Control work under Insecticides Act and process and initiate action on misbranded cases. Issue of Pesticides Dealers licences / renewals, marketing permission etc

- National Mission on Oilseeds and Oilpalm (NMOOP) – Oilseeds, Oilpalm and Tree Borne OilseedCrops.

Sub Mission on Seeds and Planting Materials (SMSP)- Paddy, Pulses and Oilseeds – Certified Seed Distribution.
- Pradhan Manthri Krishi Sinchayee Yojana (PMKSY)- To expand cultivable area under assured irrigation, improve on-farm water use efficiency to reduce wastage of water, enhance the adoption of precision-irrigation and other water saving technologies“(More crop per drop)”.
- Sub Mission on Agricultural Mechanisation (SMAM)- to promote agricultural mechanisation among small and marginal farmers and in the areas where the level of mechanisation is very low.
- Agriculture Technology Management Agency (ATMA) – The objective is to strengthen Research – Extension – Farmer linkages to ensure Technology Transfer through Demonstrations, Training and Exposure visit.
Pradhan Mantri Fasal Bima Yojana (PMFBY)
The Scheme aims at supporting sustainable production in agriculture sector by way of providing financial support to farmers suffering crop loss/damage arising out of unforeseen events stabilizing the income of farmers to ensure their continuance in farming encouraging farmers to adopt innovative and modern agricultural practices ensuring flow of credit to the agriculture sector; which will contribute to food security, crop diversification and enhancing growth and competitiveness of agriculture sector besides protecting farmers from production risks.

Accordingly the department of Agriculture was distributed an amount of Rs.4000/- per Acre through cheques to the farmers during the Kharif-2018. The Mandal wise Cheques distribution details are as given below.
